California State Payroll System (CSPS) Independent Verification and Validation (IV&V) Services

Background
The California State Controller's Office, through the Department of Technology and the Office of Statewide Procurement, is issuing this Request for Offer (RFO) #ESPS90324 for Independent Verification and Validation (IV&V) Services related to the California State Payroll System (CSPS).

The goal is to provide independent oversight services in addition to those already provided by the California Department of Technology (CDT). Respondents must hold a current Technology, Digital and Data Consulting Master Service Agreement (TDDC-MSA) Contract #5-22-70-25-001 through 5-22-70-25-359.

Work Details
The contractor will provide IV&V services which include:
1. Observing and assessing tools, artifacts, and activities related to design, development, coding, testing, databases, and project management.
2. Assessment of business, technical, and enterprise architecture artifacts.
3. Developing IV&V monthly activity reports.
4. Conducting risk and issue list reviews.
5. Performing requirements traceability matrix analysis.
6. Conducting system test assessment and verification.
7. Developing IV&V task reports.

The contractor will work closely with CSPS Project Staff and other selected contractors as part of their oversight activities.

Period of Performance
The contract term is specified in Exhibit A of the RFO; however, work cannot commence until the contract is fully executed.

Place of Performance
Services will be performed in California as required by the California State Controller's Office.
