Background
The State of California, Office of Technology and Solutions Integration (OTSI), is issuing a Request for Proposal (RFP) #73040873 for System Development, Maintenance & Operations (SDMO) for the California Healthcare Eligibility, Enrollment and Retention System (CalHEERS).

The CalHEERS Project aims to enhance, maintain, and operate systems that support Covered California and the Department of Health Care Services (DHCS). It facilitates account creation, consumer applications, eligibility rules, and health plan selection for insurance affordability programs. CalHEERS interfaces with various state systems to streamline eligibility checks for multiple assistance programs.

Work Details
The contract includes the following services:
- System Development: Enhancements to existing systems to improve functionality.
- Maintenance: Ongoing support and updates to ensure system reliability.
- Operations: Daily management of the system to ensure it meets user needs.

Specific tasks include account creation, consumer application processing, eligibility determination for Medi-Cal and other programs, and integration with Statewide Automated Welfare Systems (SAWS). The contractor will also be responsible for transitioning from current systems to new solutions as required.

Period of Performance
The contract will have a term of five (5) base years with five (5) one-year options. The work is expected to commence upon contract award and continue through the specified term.

Place of Performance
The work will primarily be performed at 2329 Gateway Oaks Drive, Suite 250, Sacramento, CA 95833. Additional locations may be specified as needed throughout the contract duration.

Bidder Requirements
Bidders must meet specific qualifications including:
- Mandatory qualifications for company experience in similar projects over the past ten years.
- Key staff must possess relevant experience in healthcare exchanges.
- Bidders are required to provide proof of insurance including Commercial General Liability and Cyber Liability Insurance.
- A mandatory 3% Disabled Veteran Business Enterprise (DVBE) incentive applies.
