Description

CalFresh Employment & Training Program
Background
The County of Kings, through its Human Services Agency, is seeking proposals to provide employment and training program services specifically for Non-Assistance CalFresh recipients. The primary aim of this initiative is to deliver case management and supportive services that will assist participants in gaining or retaining employment or improving their current employment status. This program aligns with local workforce development efforts and promotes economic independence among participants while ensuring compliance with federal, state, and county regulations.

Work Details
The Contractor will provide comprehensive services under the CalFresh Employment & Training (CF E&T) Program, which includes:

1) Case Management Services: Qualified staff must be available as Case Managers; timely intake assessments; development of individualized service plans; ongoing case management with monthly progress monitoring.

2) Employment and Training Services: Job search assistance covering communication skills, interview techniques, resume preparation; enrollment facilitation in educational programs such as GED preparation and vocational training; job retention services for up to 90 days post-employment.

3) Program Accessibility: Expand services to underserved populations; ensure timely service delivery; collaborate with Local Workforce Development Boards.

4) Data Collection and Reporting: Maintain electronic case files; submit required reports to the County and participate in annual reviews.

5) Financial Management: Develop budgets compliant with federal standards; ensure cost-effectiveness and accountability.

Period of Performance
The contract is anticipated to last for three (3) years starting from January 6, 2026, with an option to renew for two additional one-year terms.

Place of Performance
Services are to be performed in Kings County, California, particularly at the Kings County Human Services Agency located at 1400 W. Lacey Blvd., Building 8, Hanford, California. The location should be easily accessible via public transportation.

Bidder Requirements
Proposers must demonstrate strong administrative and fiscal capacity to manage an annual budget and comply with Federal Nutrition Service reporting requirements. They must also have data management capabilities for maintaining records and generating reports. Proposals should include detailed pricing information as well as any necessary licenses or certifications relevant to the services provided.
