Background
The California Department of Forestry and Fire Protection (CAL FIRE) is responsible for safeguarding the people and protecting the property and resources of California. CAL FIRE is seeking a Contractor to develop the CAL FIRE Public Incident Information Platform, a mission-critical SaaS solution for emergency communication. This platform will serve as CAL FIRE's authoritative source for publishing timely, accurate, and accessible incident information to the public during emergencies.
Work Details
The Contractor will develop a mobile application as part of the SaaS solution with the following key features:
1) Device Compatibility & Performance Adaptation - support for Android and iOS on phones and tablets, adapting functionality based on device capabilities;
2) User Experience - intuitive interface designed for clarity across devices;
3) Fire Incident Information Display - real-time updates on incidents in a scrollable format;
4) Push Notifications - alerts for critical incidents and customizable location settings;
5) Interactive Map - customizable map displaying various geospatial layers including active fire points, evacuation zones, and more;
6) Audio and Video Streaming - support for in-app streaming of incident channels;
7) Safety Content - easy access to safety tips;
8) Location Tracking & Personalization - real-time tracking with user consent;
9) User Feedback & Media Submission - ability to submit feedback or report issues;
10) Analytics & Usage Tracking - detailed tracking of user behavior;
11) Performance, Scalability, and Monitoring - must support millions of concurrent users;
12) Multilingual Support - multiple language options available;
13) Accessibility Compliance - adherence to accessibility standards.
The project will be executed in phases: Phase 1 (MVP), Phase 2 (UAT), Phase 3 (Public Rollout), Phase 4 (Maintenance & Operations). Deliverables include a Deliverable Expectation Document (DED), Acceptance or Rejection Form, and regular status updates.
Period of Performance
The contract term is one year from the date of signing, with two options to renew for additional one-year periods. The project phases are scheduled as follows:
Phase 1 (1-60 days),
Phase 2 (60-180 days),
Phase 3 (180-300 days),
Phase 4 (300-360 days).
Place of Performance
All services under this Agreement may be performed remotely within the continental United States.
Bidder Requirements
Offerors must hold a current California Multiple Award Schedule (CMAS) Agreement. All IT Services Offerors must reside within the United States or Canada. All electronic data must be stored within data centers located in the continental US. Offerors must submit required documentation including:
- Cover Letter,
- Payee Data Record,
- Customer Reference Form,
- Resumes for proposed staff,
- Confidentiality Statement,
- Bidder Declaration,
- CUF Evaluation Form if applicable,
- Disabled Veteran Business Enterprise Declarations if applicable,
- UNRUH/FHEA Certification if applicable,
- Offeror Organization Chart,
- Iran Contracting Act Verification Form if applicable.
