Cafeteria Space Available in Prime & Secure Downtown Oakland State Building

Background
The California Department of General Services (DGS), Facilities Management Division (FMD), is seeking proposals for cafeteria space in the Elihu M. Harris State Office Building located at 1515 Clay Street, Oakland, Alameda County, California. This building serves state employees and guests, hosting numerous speaking engagements in its auditorium.

The cafeteria aims to provide healthy food options and excellent customer service to approximately 30,000 employees who swipe their badges monthly.

Work Details
The awarded bidder will operate a cafeteria providing breakfast, lunch, dinner, snacks, beverages, grab-and-go food options, online ordering, and catering services for special events. Alcoholic beverages must not be served during daily operations.

The kitchen area is approximately 2,450 square feet with a combined dining room of about 5,360 square feet. The bidder must maintain high customer service standards and prioritize food quality, pricing, menu selection, and catering services.

Sustainability compliance is mandatory; the awarded bidder must implement sustainable practices such as using recyclable or biodegradable supplies and participating in organic waste diversion programs. Additionally, the bidder will have the opportunity to provide catering services within the building and utilize the kitchen during non-business hours for preparation.

Period of Performance
The contract period begins upon execution of the lease agreement following proposal evaluation and award notification. Specific operational dates will be determined based on the awarded proposal but are expected to commence shortly after January 1, 2025.
