Background
The California Department of Corrections and Rehabilitation (CDCR) is issuing this Invitation for Bid (IFB) C5613261-D for Boiler and Chiller Water Chemistry Maintenance, Analysis, and Repair Services. The goal of this contract is to ensure the proper maintenance and operation of boiler and chiller water systems at the California Institution for Men (CIM), located in Chino, CA. The services are essential for maintaining operational efficiency and safety standards within the institution.

Work Details
The Contractor shall provide all labor, materials, supplies, equipment, and transportation necessary to perform preventative maintenance, inspection, calibration, analysis, and repair services for boiler and chiller water chemistry equipment. Specific responsibilities include:

- Monthly maintenance and water chemistry analysis services;
- Unlimited repair services on an as-needed basis;
- Providing chemical products to control sulfites;
- Supplying test kits for daily monitoring;
- Conducting monthly boiler water chemistry analysis;
- Providing training to staff on testing equipment;
- Making necessary adjustments to chemical pumps/timers;
- Inspecting and repairing water chemistry equipment;
- Providing written reports with recommendations based on monthly analyses;
- Responding to repair requests within four hours;
- Ensuring all work is documented with service reports signed by the Institution Contract Liaison.

Period of Performance
The anticipated date for commencement of services is July 1, 2026, with a term end date of June 30, 2029.

Services will be performed at the California Institution for Men (CIM), located at 14901 South Central Avenue, Chino, CA 91710.

Bidder Requirements
Bidders must possess a valid 'C-61/D62 Air and Water Balancing' or 'C-4 Boiler, Hot Water Heating and Steam Fitting' California Contractors State License Board specialty license. Additionally, bidders must have a Certified Water Technologist (CWT) certification from the Associate of Water Technologies (AWT). Bidders must also provide proof of at least two years of on-the-job experience maintaining similar equipment through references. The contract requires compliance with a 25% Small Business participation requirement as per Government Code 14838.
