Background
The California Department of Corrections and Rehabilitation (CDCR) is seeking to contract for Underground Utility Locating Services as part of its Correctional Construction Mentorship Program (CCM).
The goal of this contract is to ensure the accurate identification and marking of underground utilities at various institutions/facilities, thereby supporting safe construction and maintenance activities.

Work Details
The Contractor shall provide Underground Utility Locating Services on an as-needed basis, which includes:
- Locating and marking utilities using color-coded paint or flag markers for various utilities including water supply lines, gas and fuel lines, steam supply lines, electrical conduit lines, sanitary and storm sewer drain lines, and data/communication lines.
- Marking must adhere to American Public Works Association (APWA) standards.
- Providing a digital plot plan showing all located utility lines.
- Utilizing detection methods such as electromagnetic, radiolocation, and ground penetrating radar.
- Initial call for utility locating is eight hours over one day; a follow-up call may also require eight hours if needed.
- The Contractor must submit handwritten reports summarizing services performed before leaving the site and formal notes within five business days.

Period of Performance
The anticipated start date for services is January 1, 2026, with an end date of December 31, 2027.

Place of Performance
Services will be performed at various institutions/facilities listed in Exhibit E of the solicitation.

Bidder Requirements
Bidders must have a valid California city or county business license or equivalent documentation if not based in California.
They should have at least three years of experience in underground utility locating methods. Bidders are encouraged to participate in Small Business (SB) programs and meet the 25% SB participation requirement as mandated by Government Code 14838.
