C5612891-D, Rebid 1 - Air-Bourne Precaution Rooms and Air Balancing Services

Background
The California Department of Corrections and Rehabilitation (CDCR) is seeking to contract for Air-Bourne Precaution Rooms and Air Balancing Services at Ironwood State Prison (ISP). The goal of this contract is to ensure the proper functioning and safety of isolation rooms through testing, adjusting, calibration, and balancing services. This initiative aligns with CDCR's mission to maintain safe and efficient operations within correctional facilities.

Work Details
The Contractor shall provide isolation room services necessary to perform testing, adjusting, calibration, and balancing of approximately seven (7) isolation rooms at ISP. Services include:
- Providing National Environmental Balancing Bureau (NEBB) Certified Reports.
- Conducting air balance and adjusting existing sheaves.
- The Institution will change all filters prior to balancing.
- Services do not include providing or installing devices, changing filters, commissioning, water balance and smoke testing, Indoor Air Quality testing/Industrial Hygienist services, duct leakage assessments, or balancing of areas not listed in the Rate Sheet.
- Upon completion of work, NEBB Certified Reports must be submitted within ten (10) days.
- The Contractor must report to the Institution Contract Liaison upon arrival for service coordination and must return completed service reports for approval before invoicing.

Period of Performance
The anticipated date for commencement of services is upon approval of the contract, with an end date of September 30, 2028.

Place of Performance
Services will be performed at Ironwood State Prison located at 19005 Wiley’s Well Road, Blythe, CA 92225.

Bidder Requirements
Bidders must possess a valid California Contractors State License Board (CSLB) 'C-20' Warm-Air Heating, Ventilation and Air Conditioning Contractor Specialty License or a 'C-61/D-62' Limited Specialty/Air and Water Balancing Specialty License. Additionally, bidders are encouraged to participate in programs for small businesses and disadvantaged businesses as per Government Code 14838 which mandates a 25% Small Business participation requirement.
