Description

The Contractor shall perform Concrete and Asphalt Crushing Services on an as-needed basis and will be compensated for the services in accordance with rates specified on Exhibit B-1, Rate Sheet; which shall include all labor, travel and per diem, materials, non-consumable supplies, transportation, equipment, and every other item of expense necessary to provide the services for the California Department of Corrections and Rehabilitation (CDCR), Correctional Construction Mentorship (CCM) Program, located at the San Quentin Rehabilitation Center (SQRC), 100 Main St. San Quentin, CA 94964.
Background
The California Department of Corrections and Rehabilitation (CDCR) is issuing this Invitation for Bid (IFB) C5612847-D for Concrete and Asphalt Crushing Services as part of the Correctional Construction Mentorship (CCM) Program. The goal of this contract is to provide necessary crushing services at the San Quentin Rehabilitation Center (SQRC), ensuring compliance with state regulations while supporting rehabilitation efforts within the correctional system.

Work Details
The Contractor shall perform Concrete and Asphalt Crushing Services on an as-needed basis, which includes:

1. Setting up a crushing plant at SQRC capable of crushing concrete with or without rebar to produce a 3/4" base.
2. Providing asphalt grinding services.
3. Equipment delivery, setup, and mobilization unless previously arranged; in which case no additional mobilization fee will be charged.
4. Equipment demobilization after service completion.

The Contractor's equipment operators must be present on-site Monday through Friday from 6:30 AM to 3:00 PM, excluding weekends and state holidays. The Contractor is responsible for maintaining an inventory of equipment and materials used at the site, ensuring all items are secured and accounted for.

Period of Performance
The anticipated commencement date for services is September 1, 2025, or upon approval, whichever occurs later. The term of the agreement ends on June 30, 2028.

Place of Performance
Services will be performed at the San Quentin Rehabilitation Center located at 100 Main St., San Quentin, CA 94964.

Bidder Requirements
Bidders must comply with California Government Code Section 14838 regarding Small Business participation requirements, aiming for a minimum of twenty-five percent (25%). Bidders must possess a valid California city or county business license or equivalent documentation if not based in California. Additionally, bidders must maintain a current California Department of Motor Vehicles Motor Carrier Permit if using vehicles with a Gross Vehicle Weight Rating of 10,001 pounds or more.
