Background
The California Department of Corrections and Rehabilitation (CDCR) is seeking bids for Groundwater Monitoring, Reporting, and Repair Services at Mule Creek State Prison (MCSP), located at 4001 Highway 104, Ione, CA 95640. The goal of this contract is to ensure compliance with environmental regulations regarding groundwater quality and to maintain operational integrity of groundwater monitoring systems.

Work Details
The contractor will provide all necessary labor, materials, supplies, transportation, equipment, and expenses to perform the following services:

1. Groundwater Monitoring and Reporting Services: Conduct quarterly water sampling from designated monitoring wells and prepare reports in accordance with specified guidelines.

2. Sampling and Analysis: Follow the Monitoring and Reporting Program (MRP) No. R5-2018-00557 and the Sampling and Analysis Plan (SAP) for sample collection procedures.

3. Reporting: Prepare electronic Quarterly and Annual groundwater monitoring reports for submission to the California Regional Water Quality Control Board. Reports must be in searchable PDF format and submitted five business days prior to due dates.

4. Chain of Custody: Ensure samples are transferred directly to the laboratory without intervening handling to maintain custody.

5. Repair Services: Provide repair and disinfection services for groundwater sampling equipment upon request, responding within one day and completing repairs within 24-48 hours unless parts must be ordered.

Period of Performance
The anticipated date for commencement of services is June 30, 2027, with a contract term that may extend based on performance needs.

Place of Performance
Services will be performed at Mule Creek State Prison (MCSP), located at 4001 Highway 104, Ione, CA 95640.

Bidder Requirements
Bidders must possess a valid 'C-57' Well Drilling Contractor's license issued by the California Contractors State License Board (CSLB). Additionally, bidders must have a Registered Professional Engineer or Geologist licensed by the State of California Department of Consumer Affairs overseeing the work.
