C5612448-D, Rebid 5 - High Voltage Equipment Maintenance and Repair Services

Background
The California Department of Corrections and Rehabilitation (CDCR) is issuing this Invitation for Bid (IFB) C5612448-D, Rebid 5, for High Voltage Equipment Maintenance and Repair Services. The goal of this contract is to ensure the maintenance and repair of high voltage equipment across various CDCR locations statewide, thereby supporting the agency's mission to maintain safe and secure facilities.

Work Details
The Contractor shall perform High Voltage Equipment Maintenance and Repair Services, which include: maintenance, inspection, calibration, continuous load recording, testing, and repairs of all equipment specified in Exhibit A-1.

The services must comply with various safety standards including the California Code of Regulations Title 8, National Electrical Code (NEC), and National Fire Protection Association (NFPA) standards. The Contractor will be responsible for maintaining optimal operation levels for high voltage equipment such as transformers, switchgear, and transfer switches.

Specific tasks include cleaning, oiling, lubrication, adjustment, calibration, alignment, timing, replacement of filters, operational testing of equipment, and ensuring compliance with manufacturer specifications. All necessary materials and tools must be provided by the Contractor. The Contractor must also guarantee both labor and materials for all services provided.

Period of Performance
The term of the Agreement will commence upon approval and is expected to run until December 31, 2027.

Place of Performance
Services will be performed at various California Department of Corrections and Rehabilitation locations as listed in Exhibit E.

Bidder Requirements
Bidders must meet specific qualifications including having a valid California Contractors State License Board 'C-10' Electrical Contractor Specialty license or a 'B' General Building Contractor license with a subcontractor possessing the required C-10 specialty license.

Additionally, bidders are required to comply with DVBE participation requirements of at least 3% for bids exceeding $15,000. Bidders must submit various forms including the Bidder Acknowledgement/Certification form (OBS 300), Rate Sheet (Exhibit B-1), Payee Data Record (STD 204), proof of business licenses or incorporation documents as applicable.
