Background
The California Department of Parks and Recreation (DPR) is soliciting Statements of Qualifications (SOQs) for Environmental Professional Services to support projects within the Off-Highway Motor Vehicle Recreation Division. The goal is to ensure compliance with various environmental regulations and provide specialized monitoring services. The DPR aims to engage qualified firms that can demonstrate their technical expertise and experience in environmental compliance related to off-highway vehicle recreation.
Work Details
The services required under this contract include, but are not limited to:
- Environmental review and regulatory support consulting services.
- Compliance with the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA).
- Adherence to the California and Federal Endangered Species Acts.
- Development of regulations for the Grants and Cooperative Agreements Program.
- Conducting site visits as necessary.
- Providing specialized environmental/biological monitors.
- Writing and reviewing CEQA documents, including Initial Studies, Negative Declarations, Mitigated Negative Declarations, and Environmental Impact Reports.
- Assisting with the development of Habitat Conservation Plans (HCPs) and Natural Community Conservation Plans (NCCPs).
- Monitoring wildlife habitats and conducting statistical analysis on biological data.
The work will be performed on an on-call basis through project-specific Work Orders issued by DPR.
Period of Performance
The contract will be effective for a term not to exceed 1,095 calendar days from the date of execution unless extended by DPR through a formal amendment.
Place of Performance
Services will be performed statewide throughout California State Parks, including locations such as Clay Pit SVRA, Carnegie SVRA, Heber Dunes SVRA, Hollister Hills SVRA, Hungry Valley SVRA, Oceano Dunes SVRA, Ocotillo Wells SVRA, Prairie City SVRA, Onyx Ranch SVRA, various National Forest areas, Bureau of Land Management areas, local agencies, and non-profit partners involved in off-highway vehicle recreation.
Bidder Requirements
Bidders must demonstrate their qualifications through a Statement of Qualifications that includes a cover letter signed by an authorized representative. They must also provide evidence of insurance as per DPR requirements. Additionally, there is a participation goal of at least 6% for Disabled Veteran Business Enterprises (DVBEs), although this requirement has been waived for this solicitation. Bidders are encouraged to partner with certified small businesses.
