Background
The Department of Parks and Recreation, Angeles District, is seeking qualified bids from contractors to provide refuse disposal services. The goal of the contract is to ensure proper transport, recycling, and disposal of refuse from multiple locations within the Angeles District, specifically Malibu Creek State Park, Tapia State Park, and Los Encinos State Historic Park.

Work Details
The contractor will be responsible for providing all labor, materials, tools, and equipment necessary to haul refuse from the specified parks. The work includes:

- Recycling and disposing of refuse in compliance with local regulations.
- Ensuring that all work is performed by the contractor without subcontracting.

Bidder Requirements
Contractors must hold all necessary permits for refuse hauling in Los Angeles County. Subcontracting is not permitted under this agreement. Although the Disabled Veteran Business Enterprise (DVBE) requirement has been waived for this solicitation, incentives still apply.
