Description

The Department of Parks and Recreation is seeking bids from qualified vendors for Storm Water Management services throughout the State Vehicular Recreation Areas (SVRA). Response to the RFQ will be accepted via e-mail until June 16, 2025, at 2:00 PM at which time they will be publicly opened. Questions regarding this request for qualification must be submitted seven (7) business day prior to final submission date and shall be submitted to the OHMVR Division email at ohmvr.contracts@parks.ca.gov. Questions shall be addressed through an addendum attached to this solicitation advertisement.
Background
The California Department of Parks and Recreation (DPR) is seeking Statements of Qualifications (SOQ) from qualified environmental firms specializing in Storm Water quality and management services. The goal is to develop and maintain stormwater management plans that comply with state and federal regulations for the State Vehicular Recreation Areas (SVRAs). This initiative aims to ensure compliance with current and future storm water and water quality requirements applicable to all SVRAs.

Work Details
The contractor will provide a range of services including but not limited to: study, planning, schematics, preliminary design, design development, preparation of construction documents, estimating, specification writing, MS4 permitting support, data collection and management, SWPPP development and monitoring, environmental permitting, soil conservation plans, erosion assessments, public outreach materials development, and project engineering support for storm water related projects such as road realignments and grading plans.

Specific tasks include:
1) MS4 Implementation and Management Support;
2) Soil Conservation Standard Compliance Support;
3) SWPPP Development and Implementation;
4) Public Outreach Materials Creation;
5) Review and Update of the Off-Highway Vehicle Best Management Practices Manual;
6) Project Engineering Support;
7) Monthly Coordination Meetings with DPR.

Period of Performance
The contract will be executed for a term not to exceed five years from the date of agreement execution. Individual projects will be scheduled throughout the funding life of the projects.

Place of Performance
Services will be performed statewide throughout the California State Park System at various locations identified in the 'List of Potential Project Areas'.

Bidder Requirements
Contractors must demonstrate qualifications in relevant disciplines such as Stormwater Management, Civil Engineering, Environmental Engineering, and Geotechnical Engineering. The selected contractor must also comply with Disabled Veteran Business Enterprise (DVBE) participation goals of at least six percent (6%). Evidence of insurance as per specified requirements must be provided.
