Description
Background
The City of Pasadena Planning & Community Development Department, Building and Safety Division is seeking qualified professional consulting firms to provide on-call plan review and supplemental services for public and private projects. The goal is to ensure compliance with the California Building Standard Codes, Pasadena Municipal Code, California Fire Code, and other applicable laws.
The City has a diverse population of approximately 142,017 residents and aims to maintain effective turnaround times for plan reviews by contracting external consultants.
Work Details
The consultant will be responsible for conducting plan reviews for various types of development projects including architectural, electrical, mechanical, plumbing, grading, drainage, accessibility, energy efficiency, green building practices, landscape design, and fire safety. Services include:
- Reviewing plans for compliance with relevant codes and ordinances.
- Picking up plans within 24 hours of notification or receiving them electronically.
- Performing electronic plan checks.
- Notifying applicants of corrections needed directly with a copy sent to the City’s Building Official.
- Returning two sets of approved construction plans bearing the consultant's seal for permit issuance.
- Providing regular status reports and maintaining a log of all plan reviews in an electronic format approved by the City.
Expected turnaround times are ten working days for medium projects and twenty working days for large projects.
Period of Performance
The contract will commence upon execution by the City and is expected to last for one year from that date.

Services will be performed in Pasadena, California.
Bidder Requirements
Proposers must possess ICC Certification, CASp Certification, PE (Professional Engineer), SE (Structural Engineer), and Fire Protection Engineer credentials. They should demonstrate significant experience in building construction and codes with at least five years of experience in plan reviews for similar projects.
