Brown Field Airport Terminal Building Roof Replacement

Background
The City of San Diego is issuing a solicitation for construction services to replace the roof of the Brown Field Airport Terminal Building. The project aims to enhance the facility's infrastructure and ensure compliance with safety and quality standards. The estimated construction cost for this project is $653,000. The contract will be subject to the City's subcontracting participation requirements for Small Local Business Enterprises (SLBE) and Emerging Local Business Enterprises (ELBE).

Work Details
The scope of work includes:

1) Complete removal of approximately 14,000 square feet of the existing asphalt shingle membrane roofing system and underlayment;

2) Installation of a new fully adhered reinforced Johns Manville (JM) thermoplastic Polyolefin (TPO) membrane roofing system or equivalent, with a 20-year No Dollar Limit (NDL) warranty;

3) Inspection and repair of any deteriorated wood roof sheathing or framing, including removal and replacement of 6,000 square feet of plywood sheathing;

4) Removal and disposal of 900 feet of existing sheet metal flashing and installation of new flashing;

5) Installation of 700 linear feet of new walkway pads for equipment access;

6) Provision of storm drainage piping specialties for roof drains;

7) Filling and capping pitch pans;

8) Removal and disposal of one existing antenna;

9) Inspection and lifting of existing electrical and plumbing as needed for the new roof installation;

10) Complete demolition and removal of an existing 320 square-foot storage shed, including obtaining necessary permits and site restoration;

11) Safe removal and disposal of asbestos from the roofing system, requiring a qualified asbestos-certified removal company.

Period of Performance
The contract time for completion of the work shall be 132 working days.

The work will be performed at Brown Field Airport Terminal Building located in San Diego, California.

Bidder Requirements
Bidders must be pre-qualified for the total amount proposed. This solicitation is limited to City-certified SLBE/ELBE firms only. Bidders must possess a valid contractor's license classification 'B'. Additionally, bidders are required to submit bid security in the form of a cashier's check or corporate surety bond equal to at least 10% of the total bid amount. Compliance with prevailing wage rates is mandatory.
