Background
The State of California Board of Equalization (BOE) is releasing this Request for Information (RFI) to gather data on the current market research for the design, development, and implementation of a new Board Roll System and accompanying new Private Rail Car (PRC) System.

The BOE is responsible for assessing intercounty property owned or used by certain public utilities and other specified companies operating in California. The properties subject to state assessment are valued using standard appraisal and auditing techniques, with values allocated among taxing districts for property tax purposes.

Work Details
The RFI aims to collect information from interested parties with the necessary skills and experience in designing workload and case management systems. Key components of the project include:
1) Automating Board Roll business processes with real-time validation, data capture, and audit detection;
2) Streamlining case management for appraisals, audits, and tax appeals;
3) Improving analytics through automated computation of unitary tax values;
4) Creating an electronic e-filing system for taxpayers;
5) Ensuring secure user access and compliance with security standards.

The solution should also support mobile access for BOE field staff.

Period of Performance
The RFI was released on April 25, 2025, with responses due by May 27, 2025. The project timeline includes optional bidder presentations scheduled between June 2 – June 6, 2025.

Place of Performance
The contract will be performed in California, specifically involving the operations of the California Department of Tax and Fee Administration (CDTFA) on behalf of the BOE.

Bidder Requirements
Respondents must demonstrate experience in designing workload and case management systems. They should provide a Rough Order of Magnitude cost estimate to implement the proposed solution. Additionally, vendors are encouraged to have relevant certifications such as California Multiple Award Schedule (CMAS), Master Services Agreement (MSA), or Software License Program (SLP).
