Billing Editor

Background
San Bernardino County, on behalf of Arrowhead Regional Medical Center (ARMC), is seeking proposals from qualified proposers to provide billing editor services. The goal of this contract is to enhance the hospital's billing processes, ensuring accurate and efficient billing for patients treated at ARMC. The number of awards will depend on the quality of the proposals received.

Work Details
The selected contractor will provide specialized billing editor software that includes the following deliverables:

- Claims Scrubber and Editor for UB-04’s and 1500 Billing
- Database Management System for report generation
- Automated Secondary Billing for both 1500 to 1500 and UB to UB
- Electronic Remittance Manager
- Real Time Eligibility System
- Denial Management System
- Detailed Billing Reports with customization options
- Month End Reports with customization options
- Paper EOB to 835 Conversion
- Patient Statements
- Full compatibility with EPIC (Electronic Health Records)
- Compliance with CCI/LCD edits
- Payment Safe for EDI
- Security model description for Authentication and Authorization
- Password requirements description
- 24x7 Support with a minimum response time of 2 hours
- IT Connectivity/interfaces including HL7, secure file transfer, and EDI interfaces compliant with ARMC’s Epic system specifications.

The system must be fully compatible with ARMC’s electronic health records system, Epic, and may be cloud-based or on-premises.

Period of Performance
The contract period is estimated to last a maximum of five (5) years, commencing from the date an agreement is approved by the Board of Supervisors or signed by its designee.

Place of Performance
Services will be performed at Arrowhead Regional Medical Center located at 400 N. Pepper Ave., Colton, CA 92324 and an additional site at 2040 W. Woodpine Ave., Colton, CA 92324.
