BB-101: LADOT Strategic Plan 2025-2030

Background
The City of Los Angeles Department of Transportation (LADOT) is seeking proposals from the On-Call Professional Consultant Services Bench in the Management Consulting Services category to prepare an updated Strategic Plan for 2025-2030.
This plan will build upon the previous Strategic Plan (2021-2023) and guide LADOT's goals and operations for the next five years.
The update aims to reaffirm the department’s commitment to equity, addressing homelessness, safety, and sustainability while enhancing transportation services citywide.

Work Details
The consultant will assist LADOT in developing a robust Strategic Plan that includes:
- Researching 'State-of-the-Practice' Strategic Plans from other cities.
- Hosting and summarizing stakeholder feedback.
- Aligning Strategic Plan priorities with City goals and Mayor initiatives.
- Identifying evaluation and performance metrics to monitor progress.
- Creating a method for staff to input data and display progress.
- Developing bike paths and lanes, traffic calming studies, reviewing land use proposals, studying parking needs, analyzing development impacts on transportation, designing traffic control devices, coordinating off-street parking development, enforcing parking regulations, administering citation appeals, collecting meter revenues, controlling traffic movement at intersections, providing crossing guard services, regulating transportation vehicle rates, issuing permits for public transportation drivers, preparing franchise provisions, and operating the Automated Traffic Surveillance and Control Center.
Additionally, the consultant will prepare a visually appealing document with high-quality photos and support a department-wide rollout of the Strategic Plan with graphics and printed materials.

Period of Performance
The project is expected to start in January 2025 with a completion date set for July 18, 2025.
Key deliverables include various milestones throughout this period leading up to the final publication of the Strategic Plan on June 23, 2025.

Place of Performance
The contract will be performed within the City of Los Angeles.
