Barcode, Presort/Bulk and Mail Services

Background
The San Bernardino County Purchasing Department is seeking proposals from qualified vendors to provide Barcode, Presort/Bulk Mail Services.
The contract aims to enhance mail processing efficiency for the County, which handles approximately 25,000 pieces of letter mail daily, totaling around 2 million pieces annually.
These services are essential for various County departments including the Auditor-Controller/Treasurer-Tax Collector and District Attorney Offices.

Work Details
The vendor will be responsible for:
1. Processing all presort letters and flats by affixing Intelligent Mail Barcodes (IMB) per USPS regulations.
2. Ensuring same-day delivery of mail to the USPS while maintaining security and integrity.
3. Covering postage costs for documents returned due to vendor errors and providing explanations for any damaged documents.
4. Conducting regular inspections of their facilities by County staff and maintaining a dedicated point of contact for assistance.
5. Submitting a written contingency plan for processing mail during unforeseen circumstances such as power or equipment failures.
6. Accepting all letter mail products except international or non-ZIP Code mail and ensuring compliance with USPS standards.
7. Providing daily reports on mail received and delivered, including verification of addresses on all processed mail.

Period of Performance
The contract period will last a maximum of five years, commencing on January 7, 2025, and concluding on January 6, 2030.

Place of Performance
Services will be performed at the County Mail/Courier Services located at 777 E. Rialto Avenue, San Bernardino, CA.
