ASL Interpreting Services - 25CTC006

Background
The Commission on Teacher Credentialing (CTC) is seeking quotes from Certified Small Business Vendors to provide American Sign Language (ASL) interpreting services. The CTC's mission is to ensure that educators are credentialed and that the public is protected through the regulation of educator credentials. This contract aims to facilitate communication for individuals requiring ASL interpretation during various CTC meetings and hearings, ensuring compliance with accessibility standards.

Work Details
The contractor will provide ASL interpreting services on an 'As-Needed' basis at various locations statewide, including:

1. **Commission Meetings**: Interpreters will be required for confidential closed sessions where educator discipline cases are discussed. Services may be provided in-person or via video remote conferencing, depending on prior approval by the CTC.

2. **Office of Administrative Hearings (OAH) Adjudications**: Interpreters will serve at OAH hearings involving the Commission, either in-person or remotely. The contractor must provide interpreters at OAH offices located in Sacramento, Los Angeles, Oakland, and San Diego.

3. **Miscellaneous Services**: Additional interpreting services may be required for general session meetings, interactive workshops, and job hiring processes within the CTC.

Period of Performance
The contract will commence on September 1, 2025, and run until June 30, 2027, with an option for a one-year extension by the State.

Place of Performance
Services will be performed at various locations statewide including the CTC Main Office in Sacramento and OAH Hearing Offices in Sacramento, Los Angeles, Oakland, and San Diego.

Bidder Requirements
Bidders must be Certified Small/Micro Business Vendors as recognized by the California Department of General Services. The contractor must have at least two years of continuous experience providing ASL interpreting services and ensure that all interpreters hold valid certifications such as National Interpreting Certification (NIC) or equivalent qualifications.
