Background
The City of Santa Monica is inviting proposals from qualified individuals or firms for as-needed professional consulting services in strategic urban planning, urban design, architecture, real estate advisory, financial analysis, and economic development.
The City is at a pivotal moment in its evolution, aiming to revitalize key corridors and underutilized spaces while enhancing its commitment to sustainability and community engagement. This RFP is structured into three scopes of work, allowing firms to propose for one or more areas based on their expertise.
Work Details
The contract encompasses three main scopes of work:
1) Strategic Planning, Urban Design & Architectural Services including land use planning, urban design analysis, architectural design support, environmental analysis for CEQA compliance, transportation planning, and community engagement;
2) Real Estate Advisory and Financial Analysis Services covering highest and best use analysis, appraisal services, financial modeling, market analysis, affordable housing finance options, and negotiation support;
3) Economic Development Services focusing on industry cluster analysis, downtown revitalization strategies, commercial leasing strategies, demographic insights, and KPI monitoring related to economic vitality.
Period of Performance
The initial term of the contract is three (3) years with two (2) optional one-year renewals at the City's discretion.
Place of Performance
Services will be performed within the City of Santa Monica.
Bidder Requirements
Consultants must have a minimum of fifteen (15) years of relevant experience and be registered with the California Secretary of State. They must designate a Lead Principal/Project Director for each scope submitted. Successful completion of at least three (3) comparable assignments within the past ten (10) years involving similar complexity is required.
Additionally, consultants must comply with the City’s Living Wage Ordinance if services exceed $54,200.
