Description

Background
The City of Vista is seeking proposals for as-needed professional engineering, aquatic design, and construction support services for the rehabilitation of the Wave Waterpark, a city-owned facility established in 1994.

The project aims to extend the serviceable life of the waterpark to 2035, with an initial funding of $3,500,000 allocated by the Vista City Council for capital improvements. This Request For Qualifications (RFQ) is part of the Capital Improvement Project (CIP) 8398.

Work Details
The selected firms will provide various services including:
- Participation in coordination meetings with City staff;
- Reviews of as-builts and historical reports;
- Site visits and field inspections;
- Development of plans, details, reports, cost estimates, and specifications in disciplines such as Aquatic Design, Mechanical Electrical Plumbing (MEP), Civil Engineering, Structural Engineering, and Landscape Architecture;
- Preparation and submission of applications to authorities;
- Advising on Contractor-submitted Requests for Information (RFI) and shop drawings;
- Assisting with grant applications.

The contract has a ceiling amount of $200,000 over four years.

Period of Performance
The initial term of the contract is two years (24 months) from the date of award, with two optional one-year renewals available.

Place of Performance
Services will be performed at the Wave Waterpark located in Vista, California.

Bidder Requirements
Proposers must demonstrate qualifications in relevant fields and provide documentation including a cover letter summarizing key elements and commitment to perform tasks throughout the contract duration. They must also comply with insurance requirements and submit a rate schedule separately. Proposals are limited to nine pages excluding cover letter and resumes.
