As-Needed Construction Management RFP

Scope of Work Requested
The City of San Diego is seeking a Construction Management Professional (CMP) to provide a range of staff augmentation and support services for the Engineering & Capital Projects Department's Construction Branch (CB). The CMP will deliver services on an as-needed basis for various Capital Improvement Program (CIP) projects. The types of projects may include, but are not limited to:

• Water and wastewater facilities and pipeline projects
• Buildings
• Bridges
• Roadway paving
• Process facilities
• Site work

Services required may encompass construction management, construction contract administration, inspection, landscape architect services, arborist evaluations, traffic control, disability access, storm water compliance reviews, material testing, and land surveying. The CMP will supplement CB's workforce as workloads fluctuate, particularly for new construction and modifications to existing facilities. Assignments will be made through Task Orders, each with a mutually agreed Scope of Services.

Requesting Entity
This solicitation is issued by the City of San Diego's Engineering & Capital Projects Department (E&CP), specifically the Construction Branch (CB), which includes the Construction Engineering Support (CES) Division and the Construction Management & Field Engineering (CMFE) Division.

Background
The E&CP Construction Branch is responsible for managing construction of CIP projects and providing support services that benefit the community, enhance safety, and ensure compliance with engineering standards. These services support both public improvements and private land development.

Contract Requirements
The CMP must be able to provide as-needed construction management and support services, including but not limited to:

• Staff augmentation for CB divisions
• Materials testing (as part of CES division support)
• Other support services as specified in individual Task Orders

Work will be assigned on a project-specific basis, with each assignment defined by a mutually agreed Scope of Services.

Instructions on Submission
All interested parties should prepare and submit their proposals in accordance with the requirements outlined in the solicitation. Assignments will be managed via Task Orders as determined by the Construction Branch.
