Arterial Road Rehabilitation Project Palmdale Boulevard

Background
The City of Palmdale is issuing a Request for Proposal (RFP) for professional construction management and inspection services for the Arterial Road Rehabilitation Project on Palmdale Boulevard. The project aims to enhance the pavement quality and improve safety and mobility along Palmdale Boulevard, specifically between 50th Street East and 70th Street East.

The improvements are part of the City's Capital Improvement Program, which is guided by assessments from the City’s Pavement Management System.

Work Details
The scope of work includes but is not limited to:
- Saw-cutting
- Excavation, removal, and disposal of asphalt concrete (AC) roadway sections
- Cold milling and disposal of AC pavement
- Replacement and compaction of subsurface material
- Full depth reclamation
- Setup and maintenance of traffic control systems
- Placement of crushed aggregate base, AC, and ARHM pavement materials
- Replacement of traffic striping and markings
- Community outreach in multiple languages (English and Spanish)
- Construction inspection and reporting
- Schedule tracking
- Review and approval of contractor payment requests
- Negotiation of contract change orders
- Coordination with utilities and other agencies
- Ensuring contractor labor compliance
- Records management.

The project is expected to be completed within a 60-working day schedule.

Period of Performance
The anticipated period of performance begins with a constructability review in December 2025, followed by construction bid advertisement in February 2026. Bid award is expected in April 2026, with notice to proceed in May 2026. Construction is expected to start in May 2026 and conclude by August 2026.

Place of Performance
The work will be performed along Palmdale Boulevard from 50th Street East to 70th Street East in the City of Palmdale, California.

Bidder Requirements
Bidders must provide qualified staff with relevant experience in construction management. The selected consultant must ensure compliance with all applicable local, state, and federal guidelines. Additionally, the consultant must submit a current certificate of insurance prior to the issuance of work.
