Armed & Unarmed Event Staff Security Guard Services

Background
The County of Los Angeles Department of Beaches and Harbors is seeking a qualified contractor to provide armed and unarmed event staff security guard services. This initiative aims to enhance safety in outdoor public areas managed by the County, including Marina del Rey, Dockweiler Beach, and White Point/Royal Palms Beach. The contractor will also be responsible for crowd control during special events organized by the Department. The selection process will evaluate proposals based on qualifications and pricing.

Work Details
The contractor will provide armed security guard services seven days a week across various service areas including Dockweiler Entrance, Dockweiler Vehicle, Dockweiler RV Park, Dockweiler Youth Center, Marina del Rey Vehicle, Burton Chace Park, Boating Facilities, and White Point/Royal Palms Beach.

Unarmed event staff will assist with crowd control at special events in Marina del Rey and County-managed beaches. Specific requirements are detailed in Exhibit A (Statement of Work) of the RFP.

Period of Performance
The anticipated contract term is three years with two one-year renewal options and up to twelve month-to-month extensions. The contract is expected to commence on November 1, 2026.

Place of Performance
Services will be performed at various locations managed by the County of Los Angeles including Marina del Rey, Dockweiler Beach, and White Point/Royal Palms Beach.

Bidder Requirements
Proposers must have a minimum of seven years' experience in providing armed and unarmed event staff security services. They must be licensed as a Private Patrol Operator in California and submit proof with their proposal.

Additionally, the Project Manager must have at least five years' experience in managing armed security guard services. Proposers must also demonstrate their ability to provide crowd control services for large-scale events with a minimum capacity of 15,000 attendees.
