Architectural & Engineering Services for Environmental and Equity Compliance for the Avalon Facility

Access Services is seeking proposals for Architectural & Engineering Services specifically focused on NEPA-CEQA environmental and Title VI equity compliance for the redevelopment of the Avalon Facility, located at 15914 S. Avalon Blvd., Compton, CA 90220. The work under this contract involves providing comprehensive environmental and equity compliance services to support the redevelopment efforts at this site. Proposals are due by November 4, 2025, at 3:00 pm (PT). Access Services, the designated Consolidated Transportation Services Agency responsible for managing paratransit service providers and eligibility contractors throughout Los Angeles County, is the requesting agency for this solicitation. This contract is part of Access Services' ongoing efforts to ensure that all redevelopment activities at the Avalon Facility meet federal and state environmental standards as well as Title VI equity requirements. To be considered, proposers must submit both a Technical Proposal and a Price Proposal. The Technical Proposal must be provided as one printed original and three printed copies, along with four separate USB flash drives containing the proposal in Microsoft Word format. The Price Proposal, including the Schedule of Rates, must be submitted in a separately sealed envelope as one printed original and three printed copies, accompanied by four USB flash drives containing the proposal in Excel format.
