Background
The City of Pasadena's Department of Water and Power (PWP) is issuing a Request for Proposals (RFP) for carbon-free energy resources and/or carbon-free energy storage resources. In 2023, the Pasadena City Council adopted Resolution No. 9977, declaring a climate emergency and committing to source 100% of the city’s electricity from carbon-free resources by the end of 2030. This initiative positions Pasadena as a leader in climate action, surpassing state mandates and voluntary targets set by other utilities and corporations.
The Proposed Project must align with California's Renewable Energy Resources Program and the Renewables Portfolio Standard Program to support Pasadena’s goal of a 100% carbon-free energy supply.
Work Details
PWP seeks Proposed Projects that include:
1. Wind technologies involving turbines.
2. Geothermal technologies.
3. Hydro technologies for efficiency improvements.
4. Solar technologies including photovoltaic systems.
5. Solar Thermal technologies using heat transfer mediums.
6. Fuel cells utilizing green hydrogen.
7. Permanent Load Shifting (PLS) technologies with round-trip efficiency over 80%.
8. Groupings of resources like wind, solar, or geothermal for flexible resource capabilities.
9. Energy storage paired with carbon-free resources providing at least half of the resource’s capacity for a minimum duration of four hours.
10. Hybrid project resources may be bundled but must provide itemized pricing options for individual technologies.
Period of Performance
The contract term is expected to be at least 10 years, with commercial operation or delivery start dates on or before December 31, 2030; though later dates may be considered.
Place of Performance
The projects must deliver energy to facilities within PNodes at SP15 within the LA Basin region of the CAISO Balancing Authority Area (BAA).

Proposers must comply with California Energy Commission rules and regulations under the California RPS programs, provide a Letter of Credit for development security ($100/kW) and performance security ($150/kW), assume risks related to maintaining compliance with RPS and EPS regulations, and submit proposals that include detailed pricing assumptions related to federal tax credits.
