Background
The City of Laguna Niguel is issuing this solicitation for the Alicia Parkway Regional Traffic Signal Synchronization Program Project. Work Details
The work includes upgrades to the traffic signal systems, which encompass: video detection systems, CCTV systems, pull boxes and conduit, traffic signal controllers, ethernet switches, fiber optic cables, fiber distribution units, wireless radio systems, fiber splice enclosures, inductive loop detectors, GPS EVP sensors, accessible pedestrian signal assemblies, traffic signal controller cabinets and foundations, service cabinets and foundations, and battery backup systems and cabinets.
Specific items to be furnished include:
- 16 Qfree XN-2 Controllers with Maxtime Software
- 8 Bosch MIC-7000i CCTV Cameras
- 4 Western Systems P+ Cabinets (TS2 Type 2) on Existing Foundations
- 2 Clary SP1250LX UPS units
- 1 NoTraffic VDS/Radar System
- 8 Etherwan EX78934H Switches
- Various lengths of Corning SMFO Cable and PVC Conduit
- New Pull Boxes and Splice Enclosures
- Fusion Splicing & Termination of Fibers for Communication System and Fiber Optic Testing.
Period of Performance
The contract period will commence upon award and is expected to be completed within a specified timeframe that will be detailed in the contract documents.

The work will be performed in the Cities of Laguna Niguel, Aliso Viejo, Laguna Hills, and Mission Viejo along the Alicia Parkway corridor.
Bidder Requirements
Bidders must be licensed contractors in California with a minimum of three consecutive years of experience in related work. They must also register with the Department of Industrial Relations (DIR) for public works projects. Bidders are required to submit various certifications including a Non-Collusion Declaration Form, Iran Contracting Act Certification Form, Public Works Contractor DIR Registration Certification, Fleet Compliance Certification Form, Workers’ Compensation Certification, and a Designated Subcontractors List.
Additionally, all bidders must provide evidence of insurance coverage before commencing work.
