Background
The Los Angeles County Sanitation Districts (Districts) is a public agency dedicated to protecting public health and the environment through innovative and cost-effective wastewater and solid waste management.
The Districts serve approximately 5.5 million people across a service area of about 850 square miles in Los Angeles County, which includes 78 cities and unincorporated areas.
The agency operates a complex wastewater system that includes approximately 1,400 miles of main trunk sewers, 49 pumping plants, and 11 wastewater treatment plants.
The goal of this contract is to procure AI and machine learning tools to enhance the management of the Districts’ wastewater collection system.
Work Details
The contractor will provide AI/ML tools that assist the Districts with:
- Identifying locations where inflow and infiltration (I&I) enters the sewer system and ranking flow meters by their impact.
- Alerting on deviations in flow patterns at flow meters, indicating potential blockages or maintenance needs.
- Displaying information on user-friendly dashboards for real-time response and analysis.
Additional desired capabilities include:
- Integration with InfoWorks ICM flow modeling.
- Predicting sewer system responses to storm events for operational decision-making.
- Visualizing data from additional sources related to flow control devices and construction projects.
- Providing other AI/ML functionalities for effective wastewater collection management.
Period of Performance
The anticipated agreement term is up to three (3) years, subject to annual mutual renewals.
Place of Performance
The services will be performed within the geographic boundaries of Los Angeles County, California.
Bidder Requirements
Responders must demonstrate qualifications in areas such as data integration, public agency experience, flow monitoring analytics, I&I analysis, alerting systems, and cybersecurity practices.
They must also comply with applicable laws and regulations of California. Additionally, firms are encouraged to have experience working with public agencies or utilities under formal procurement processes.
