Description

The City of Rialto ( City ) is soliciting proposals from qualified professional firms to provide the City with federally-funded services for development of an Advanced Metering Infrastructure System (hereinafter the Project ). Vendor/Contractor's must adequately respond to the RFP and all of the technical requirements for the AMI system. Water West Operating Services, Inc. (Veolia) will be operating as the prime contractor for this project. The proposed vendor/contractor will be executing a subcontract agreement with Veolia as their subcontractor. This Project is funded in part by federal sources and subject to the Uniform Administrative Requirements under 2 CFR Part 200 and applicable federal, state and local laws.
Background
The City of Rialto is soliciting proposals for the development of an Advanced Metering Infrastructure (AMI) System. This system aims to automate data collection of water meter information to enhance customer usage insights and system operations. This project is partially funded by federal sources and adheres to the Uniform Administrative Requirements under 2 CFR Part 200, as well as applicable federal, state, and local laws. Veolia Water West Operating Services, Inc. will act as the prime contractor, with selected vendors executing subcontract agreements with Veolia.

Work Details
The scope of work includes:

1. **Phase 1**: Installation of AMI System Head End and network components, including:
- Implementation of AMI Head End software integrated with existing Customer Information System (CIS).
- Development of a customer-facing portal/software for usage tracking.
- Installation of network infrastructure covering approximately 12,200 water meters.

2. **Phase 2**: Supply and installation of water meters and endpoints:
- Provide and install approximately 7,200 water meters of various sizes.
- Provide and install approximately 12,200 Meter Interface Units (MIUs) for new and existing AMI-ready meters.
- Provide and install approximately 12,200 compatible water meter pit lids.

3. The AMI system must support fixed-based automatic meter readings, two-way communication with all water meters, advanced data analytics through a Meter Data Management System (MDMS), leak detection capabilities, a customer portal interface, and integration with existing billing systems.

Period of Performance
The contract period will commence upon award in September 2025 and will include specific timelines for each phase of deployment as outlined in the proposal requirements.

Place of Performance
The project will be executed within the City of Rialto's service territory, specifically covering areas serviced by Rialto Water Services.

Bidder Requirements
Bidders must comply with federal requirements including the Build America, Buy America Act (BABA). Vendors are encouraged to provide documentation supporting compliance with these requirements. The City reserves the right to require subcontractors with special expertise when necessary.
