Background
The City of Palo Alto is soliciting proposals for the repair and refurbishment of a 15 MVA Allis Chalmers substation transformer equipped with a TLH-21 on-load tap changer (OLTC). The existing OLTC, dating back to 1967, is experiencing mechanical failures that hinder proper tap changing. The goal of this contract is to restore full mechanical functionality and dielectric reliability of the transformer and its OLTC system, thereby extending the operational service life of this critical distribution asset.
Work Details
The contractor will be responsible for:
- Complete replacement of the TLH-21 OLTC with a certified remanufactured unit.
- Full oil handling and processing for both the OLTC and main transformer tanks, including draining approximately 4,348 gallons from the main tank into a contractor-provided holding tanker for later reuse, and draining approximately 760 gallons from the OLTC tank into City-provided containers.
- Replacement of radiator valves and gaskets.
- Removal and replacement of the 60 kV SMD fuse holder.
- Pressure testing of the main tank.
- Execution of all required pre-and post-work diagnostic testing including power factor testing, TTR, excitation, winding resistance, SFRA, DGA, and oil quality analysis. The City will dispose of any transformer oil not intended for reuse.
Period of Performance
Work is anticipated to commence on or about July 1, 2026, with completion expected within eighty (80) calendar days after the commencement date specified in the City’s Notice to Proceed.
Place of Performance
The work will be performed at the Adobe Creek substation in Palo Alto, California.
Bidder Requirements
Bidders must possess a valid State of California Contractor’s License. They must also be registered with the California Department of Industrial Relations (DIR) to perform public work as required by Labor Code section 1725.5. Additionally, bidders are required to submit a bid security amounting to at least ten percent (10%) of their total bid amount if it exceeds $25,000.
