ADDENDUM 1 - RFQ SCADA Upgrade 2026

Background
The City of Ceres, through its Public Works Department, is seeking qualifications for a Systems Integration Upgrade to its existing SCADA (Supervisory Control and Data Acquisition) system. The goal of this contract is to bring the current SCADA system up to industry best practices while ensuring that upgrades do not disrupt the City’s normal operations. The City is committed to enhancing the security, reliability, and robustness of its municipal systems.

Work Details
The contractor will be responsible for assessing, planning, and implementing upgrades to the existing SCADA system. Key expectations include:

- Integration with existing municipal systems, with a preference for a phased approach to avoid operational disruptions.
- Alignment with cybersecurity standards, particularly IEC/ISA 62443 certification, while being open to additional relevant frameworks such as NIST or CISA guidelines.
- Financial stability documentation requirements include acceptance of internally prepared financial statements accompanied by supporting documentation.
- The contractor may need to provide both advisory and implementation services under this contract.

Period of Performance
The RFQ was issued on April 1, 2026, with submissions due by May 1, 2026. The tentative date for Council Award is June 22, 2026.

The work will be performed in Ceres, California.

Bidder Requirements
Bidders must demonstrate capabilities in systems integration and cybersecurity compliance. They should also be prepared for potential in-person demonstrations if required by the City.
