Background
The Napa Valley Transportation Authority (NVTA) is a joint powers authority established in June 1998, responsible for countywide transportation planning and programming State and Federal funding for transportation projects within Napa County. NVTA operates Vine transit services and oversees Measure U, a local sales tax for street and road maintenance. This RFQ aims to obtain services to ensure compliance of NVTA's public-facing websites with the American Disabilities Act (ADA) WCAG 2.2 Level AA standards.
Work Details
The contractor will provide professional services to evaluate, remediate, and maintain NVTA’s public-facing websites (NVTA.CA.gov and VineTransit.com) to ensure compliance with ADA standards. The scope of work includes:
1. Accessibility Audit and Assessment:
- Automated accessibility testing
- Manual accessibility testing by trained specialists
- Testing using assistive technologies (screen readers, keyboard-only navigation)
- Review of templates, navigation structures, forms, documents, and multimedia content
- Identification of barriers affecting users with visual impairments, hearing impairments, motor disabilities, and cognitive disabilities.
2. Products and Services for correcting identified accessibility issues:
- Adding alternative text for images
- Ensuring keyboard navigability
- Correcting heading structures and semantic HTML
- Improving color contrasts and ratios
- Adding accessible labels to forms and buttons
- Ensuring PDF accessibility and downloadable documents
- Captioning and transcripts for multimedia.
Deliverables include accessibility testing results for both websites and a written audit report identifying compliance gaps with recommended remediation actions.
3. Staff Training: Provide training to agency staff on creating accessible web content, uploading accessible PDFs/media, ongoing best practices; deliver training materials and conduct up to two live training sessions.
Period of Performance
The term of this agreement will be one year from the effective date of the agreement.
Place of Performance
Services will be performed at NVTA's locations in Napa County, California.

Proposers must be licensed by the State of California when required by law. They must not be subject to disciplinary action by any State regulatory or licensing agency. Proposers are required to comply with non-discrimination policies during contract performance.
