Aboveground Storage Tank (AST), Underground Storage Tank (UST), And Vapor Recovery Testing Inspection Services

Requested Work:
The County of Riverside is seeking quotations for comprehensive testing and inspection services for Underground Storage Tanks (UST), Aboveground Storage Tanks (AST), and Vapor Recovery systems. The selected contractor will be responsible for:

• Conducting all required inspections and testing of County-owned fuel storage and dispensing systems
• Ensuring full compliance with all applicable regulations, specifically:
• California Code of Regulations (CCR) Title 23, Chapter 16, as enforced by the State Water Resources Control Board
• Rule 461, as established by the California Air Resources Board (CARB)
• Providing all necessary documentation, forms, and certifications as part of the service

Requesting Entity:
This solicitation is issued by the County of Riverside Purchasing Department on behalf of the following departments:

• Purchasing and Fleet Services Department (Fleet)
• Facilities Management Department (FM)
• Riverside County Fire Department (Fire)
• Transportation and Land Management Agency (TLMA)

Background:
The County requires these services to maintain compliance with state and local regulations for fuel storage and dispensing systems. Regular testing and inspection are necessary to ensure the safety and regulatory compliance of County-owned facilities.

Contract Requirements:
All inspections and testing must adhere to the standards set forth in CCR Title 23, Chapter 16 and CARB Rule 461. The awarded bidder must:

• Conduct inspections in accordance with these regulations
• Provide all required documentation, forms, and certifications
• Include all costs (travel, inspections, documentation, forms, and certifications) in a single, comprehensive rate per tank
