The California Department of Transportation, Division of Equipment is issuing this Invitation for Bid (IFB) for the procurement of thirteen (13) A Four-Wheel Drive, Four Wheel Steer, Multi-Purpose Tractors equipped with Side Boom. This acquisition aims to enhance the operational capabilities of the department in line with State of California Specification 59219-044-251 and all included drawings.

Work Details
The contract involves supplying thirteen (13) A Four-Wheel Drive, Four Wheel Steer, Multi-Purpose Tractors equipped with Side Boom. The tractors must comply with State of California Specification 59219-044-251 and include all relevant drawings.

The delivery locations include various Caltrans shops across California: Eureka, Marysville, San Leandro, Bishop, Stockton, and San Diego. Each location has specified quantities as follows:
- 1 unit to Eureka
- 4 units to Marysville
- 4 units to San Leandro
- 1 unit to Bishop
- 2 units to Stockton
- 1 unit to San Diego.

Period of Performance
The contract performance period begins upon acceptance of the bid and extends until all tractors are delivered by the due date specified in the solicitation.

Place of Performance
Delivery will occur at multiple locations including:
- Caltrans Shop 1 in Eureka (1650 Albee Street)
- Caltrans Shop 3 in Marysville (981 North Beale Rd)
- Caltrans Shop 4 in San Leandro (1993 Marina Boulevard)
- Caltrans Shop 9 in Bishop (181 Jay Street)
- Caltrans Shop 10 in Stockton (1603 South B Street)
- Caltrans Shop 11 in San Diego (7179 Opportunity Road).

Bidder Requirements
Bidders must comply with California's small business regulations and may claim a small business preference if certified. Bidders are required to submit a Payee Data Record (STD. 204) along with their bid response. Additionally, bidders must provide their California seller’s permit or certification of registration. The contract requires compliance with various certifications including the Darfur Contracting Act Certification and Iran Contracting Act Certification for contracts over $1 million.
