Background
Caltrans, the California Department of Transportation, is soliciting Statements of Qualifications (SOQs) from qualified firms for on-call Environmental Generalist Services. The goal of this contract is to support the Division of Environmental Analysis in Orange County Projects, District 12, through various environmental consulting and technical services necessary for the maintenance, development, and construction of transportation facilities.
Work Details
The Consultant will provide a range of Environmental Generalist Services including field sampling, analysis, and reporting on an as-needed basis. Specific tasks may include preparation of Environmental Documents such as Environmental Impact Reports (EIR), Environmental Impact Statements (EIS), Initial Studies (IS), Negative Declarations (ND), Mitigated Negative Declarations (MND), and Environmental Assessments (EA).
Additional services include environmental compliance under NEPA and CEQA, obtaining permits from resource agencies, conducting environmental mitigation monitoring, and supporting public outreach activities. The work will be assigned through Task Orders issued by Caltrans. The contract excludes biological and hazardous waste services.
Period of Performance
The estimated contract term is three years from the date of award.
Place of Performance
The work will be performed within Caltrans District 12 in Orange County. Specific locations will be identified in each Task Order.
Bidder Requirements
A 22% Disadvantaged Business Enterprise (DBE) participation goal is required. Only participation by certified DBEs will count towards this goal. Proposers must ensure that all DBE firms are certified by the California Unified Certification Program by the SOQ submittal due date.
