Background
The Los Angeles Department of Water and Power (LADWP) is soliciting proposals for Cybersecurity Consulting Services to enhance its cybersecurity posture. This initiative is part of LADWP's Enterprise Information Security Program aimed at addressing increasing cyber threats to critical infrastructure. The contract duration is expected to be 5 years, with a budget range of $80,000,000 to $80,500,000. LADWP intends to award multiple agreements under this RFP No. 90849.
Work Details
The selected consultants will provide comprehensive cybersecurity services in two major categories:
(A) Cybersecurity Program and Technical Services
(B) Cybersecurity Personnel and Laboratory Training Services
Specific services include:
1. Cyber Program Assessments
2. Cyber Posture Assessments
3. Governance/Risk/Compliance Advisory Services
4. Vulnerability Assessment Services
5. Penetration Testing Services
6. Remediation Services
7. Incident Response Services
8. Records Management Services
9. In-Person Training covering various cybersecurity topics
10. One-on-One Mentoring for personnel development in cybersecurity practices.
Period of Performance
The contract will be performed over a period of 5 years.
Place of Performance
Services will be performed at various LADWP facilities as defined in task orders.
Bidder Requirements
Proposers must demonstrate a minimum of 7 years of experience in cybersecurity program development and vulnerability assessments, preferably within the electric and/or water utility sector. Additionally, there is a contract-specific mandatory SBE participation requirement of 15% and/or DVBE participation requirement.
