7th Street Metro Center Traction Power Substation (TPSS) Replacement

Background
The Los Angeles County Metropolitan Transportation Authority (LACMTA) has established a contracting opportunity for the replacement of the 7th Street Metro Center Traction Power Substation (TPSS). This project is part of LACMTA's mission to enhance public transportation infrastructure and is funded through state and local sources. The goal of this contract is to provide comprehensive services necessary for the successful replacement of the TPSS, ensuring efficient operation within the transit system.

Work Details
The contractor will be responsible for providing all management, labor, materials, and related items required for the performance of the contract. This includes architectural and engineering services as outlined in Exhibit A (Scope of Services). The project will follow a Firm Fixed Price basis and requires adherence to specific milestones detailed in Exhibit 2 (Schedule of Quantities and Prices). Proposals must demonstrate compliance with all technical requirements specified in the RFP.

Period of Performance
The contract will have a base period of two years with no options for extension.

Place of Performance
The work will be performed at the 7th Street Metro Center located at 660 S Figueroa Street, Los Angeles, CA 90017.

Bidder Requirements
Proposers must meet a 20% Small Business Enterprise (SBE) goal and a 3% Disabled Veteran Business Enterprise (DVBE) goal as part of their bid. Good Faith Efforts (GFE) are no longer accepted; bidders must meet these goals at the time of proposal submission. Additionally, all contractors and subcontractors must be registered with the Department of Industrial Relations to be eligible to work on public works projects.
