74A1711 - Vehicle Miles Traveled (VMT) Mitigation Bank/Exchange Implementation Plan

Background
The California Department of Transportation (Caltrans) is seeking proposals for the Vehicle Miles Traveled (VMT) Mitigation Bank/Exchange Implementation Plan. This initiative aims to develop a strategy and recommendations for implementing a VMT Mitigation Bank or Exchange System in the Bay Area, which will be administered by an Administrator. The overarching goal is to reduce greenhouse gas emissions and improve air quality, particularly in environmental justice communities affected by increased vehicle travel.

Work Details
The contractor will be responsible for:

1. Determining the legal considerations of the VMT Mitigation Bank/Exchange System;
2. Developing a fiscal framework that includes appropriate VMT pricing, a fee-based structure for mitigation investments, and an accounting structure for transactions;
3. Designing a monitoring program to ensure that mitigation investments are executed as planned;
4. Identifying special considerations for equity and community engagement to enhance support for mitigation investments;
5. Defining project prioritization and selection criteria;
6. Promoting projects that enhance transit, active transportation, and land use integration to reduce driving needs and increase low-carbon alternatives.

Period of Performance
The contract will commence upon award and is expected to be completed within a specified timeframe as outlined in the proposal schedule. Key milestones include proposal submission by September 11, 2025.

Place of Performance
The work will primarily take place in the Bay Area, California.

Bidder Requirements
Bidders must have at least three years of experience with transportation issues specific to the San Francisco Bay Area, two years of experience with SB 743 policies, one year of experience with VMT analysis and mitigation tools, and knowledge of banking and fee programs in California. Additionally, bidders must comply with insurance requirements including Commercial General Liability, Automobile Liability, Workers Compensation, and Professional Liability.
