Background
The California Department of Forestry and Fire Protection (CAL FIRE) is issuing this Invitation for Bid (IFB) for the Valley View Fire Center Asphalt Replacement project. The agency's mission is to protect California's people, property, and natural resources from wildfires and other hazards. This contract aims to replace the existing asphalt at the Valley View Fire Center, ensuring a safe and functional environment for CAL FIRE operations.

Work Details
The contractor shall provide all necessary materials, labor, equipment, tools, permits, taxes, transportation, and fees required to remove the current asphalt and replace it with new asphalt at the Valley View Fire Center. The work includes but is not limited to:
1) Removal of existing asphalt;
2) Installation of new asphalt;
3) Compliance with all applicable regulations and standards.

Period of Performance
The contract period will commence upon execution of the agreement and is expected to be completed within a specified timeframe as outlined in the bid documents. Specific dates for key actions include:
- IFB available on May 11, 2026;
- Mandatory Pre-bid Conference on May 20, 2026;
- Final Date for Bid Submission on June 2, 2026.

Place of Performance
The work will be performed at the Valley View Fire Center located at 3337 Road 307, Elk Creek, CA 95939.

Bidder Requirements
Bidders must meet specific qualifications including:
1) A valid A-General Engineering Contractor or C-12 Earthwork and Paving Contractor license issued by the California State Licensing Board (CSLB);
2) Proof of registration with the Department of Industrial Relations (DIR);
3) A Bidder’s Bond if bid price exceeds $461,000;
4) Compliance with Disabled Veteran Business Enterprise (DVBE) participation goals of at least three percent (3%);
5) Commitment to subcontracting a minimum of twenty-five percent (25%) of their net bid price to certified Small Businesses or Micro Businesses if applicable.
