2634 RFP Randall Bold Water Treatment Plant DCS PLC Upgrade

Background
The Contra Costa Water District (CCWD) was established in 1936 to provide water for irrigation and industry, currently serving approximately 520,000 people in central and eastern Contra Costa County. The district is a local service agency known as a special district, focusing on ensuring a reliable water supply to the community.

This Request for Proposals (RFP) seeks qualified contractors to provide design, procurement, programming, and construction services for the upgrade of the Distributed Control System (DCS) Programmable Logic Controller (PLC) at the Randall-Bold Water Treatment Plant, which is critical for maintaining clean and safe drinking water.

Work Details
The project involves replacing outdated PLCs and Remote I/O (RIO) components with modern Modicon PLC platforms and X80 Remote I/O components. Specific tasks include:
1. Project Management and Engineering: Comprehensive management services including project scheduling and field investigations.
2. System Integration and Design: Integrating new PLCs with existing systems, developing design drawings, network diagrams, and technical specifications.
3. Fabrication and Installation: Installing new PLC panels, ensuring proper wiring according to CCWD standards.
4. Testing, Commissioning, and Training: Conducting various tests including factory acceptance testing (FAT) and providing training for CCWD personnel.
5. Documentation: Submitting as-built drawings, operations manuals, and maintenance support for one year post-commissioning.

Period of Performance
The contract will be performed over a two-year base period covering Fiscal Year 2026 from July 1, 2025, through June 30, 2026, and Fiscal Year 2027 from July 1, 2026, through June 30, 2027.

Place of Performance
The work will be conducted at the Randall-Bold Water Treatment Plant located in Oakley, California.

Bidder Requirements
Bidders must demonstrate at least five years of experience in PLC/DCS/SCADA upgrades. They must also comply with CCWD’s insurance requirements prior to contract issuance. All proposals must include a detailed scope of work along with cost estimates that cover labor rates for all major subcontractors responsible for more than 10% of total labor hours.
