Background
The County of Los Angeles is issuing a Request for Quotation No. LACOFD-0126-26 for the procurement of Warehouse Helmet Shields, which are essential for structural firefighting helmets.
These helmet shields are a critical component of the Personal Accountability Reporting System used on fire grounds and are mandated by the National Fire Protection Association (NFPA) as part of the personal protective equipment (PPE) ensemble for firefighters.

Work Details
The contract requires the provision of custom leather helmet shields specifically designed for structural firefighting helmets. The specifications include:
- Brand: Conway Shield
- Model: SHIELD-LA
- Dimensions: 5 3/16” wide and 6” high, shaped per attached silhouette.
- Construction: Made from three pieces of 5-5 ½ oz genuine cowhide leather, chrome tanned, color dyed throughout; no cardboard, plastic, or synthetic fillers.
- Color options include Black, White, Red, Blue, Green, Orange, and Yellow.
- Layers must be glued and sewn together using No. 92 bonded polyester thread at eight stitches per inch.
- Features include a top cut-out arched panel and a straight bottom panel with specific dimensions.
- Printing within each panel to be done on 3M Scotchcal™ vinyl film with various color options available for text and background.
- The shield must include four mounting holes on a specified bolt pattern.

Period of Performance
The delivery of the helmet shields is required by May 1, 2026.

Place of Performance
The products will be delivered to locations specified by the County of Los Angeles.

Bidder Requirements
Bidders must provide products exactly as specified; alternate brands will not be accepted. Bidders are encouraged to register in the County’s WebVen system and must submit bids online through the Vendor Self Service (VSS) portal by January 2, 2026, at 12:00 PM. All bids must include required documentation and forms as outlined in Appendix A.
