Description

The contractor will provide holistic EAP services that encompass the five elements of wellbeing: career, physical, social, financial, and community, as well as mental well-being.
Background
The State of California, Department of Human Resources (CalHR) is seeking proposals for a comprehensive Employee Assistance Program (EAP) to support approximately 245,000 eligible employees across various departments. The EAP aims to provide holistic services that address the five elements of well-being: career, physical, social, financial, and community, as well as mental health.

The contract will be awarded for three years with an option for two one-year extensions.

Work Details
The contractor will deliver a range of EAP services including:
- Digital emotional wellness tools
- Mindfulness and resiliency activities
- Stress management tools
- Legal services
- Financial well-being services
- Well-being coaching
- Appointment assistance
- In-person and virtual counseling
- Work-life services (such as elder care and childcare)
- Identity theft resolution
- Community resources
- Discount centers.

The program must also include specialized offerings for First Responders and ensure culturally competent counseling. Specific requirements include providing access to licensed mental health clinicians 24/7 via a toll-free number and offering short-term counseling sessions based on employee classification. The contractor must assign a dedicated Account Executive based in California and provide organizational support including training for supervisors/managers.

Period of Performance
The anticipated contract start date is July 1, 2026, with an initial term of three years and options for two additional one-year extensions.

Place of Performance
Work can be performed offsite in a telework/hybrid environment. In-person meetings may occur in Sacramento, CA.

Bidder Requirements
Bidders must possess a valid Knox-Keene license and be registered with the Secretary of State to conduct business in California. They should have at least five years of experience delivering comprehensive EAP programs to large clients. Bidders are required to provide access to licensed mental health professionals 24/7 and demonstrate expertise in supporting First Responders. Additionally, bidders must submit an organizational chart identifying key contacts and disclose any litigation or disciplinary actions against their company.
