26-052 Print and Deliver of #9 Return Window Envelopes

Background
The California State Transportation Agency, under the Department of Motor Vehicles (DMV), is issuing this Invitation for Bid (IFB) titled 26-052 for the printing and delivery of #9 Return Window Envelopes. Work Details
The contractor will be responsible for printing and delivering a total of 36,000,000 #9 Shell Window Envelopes (8-7/8 in x 3-7/8 in). Specific requirements include:

1. Envelopes must meet USPS specifications and not cause more than 20 minutes of downtime during mail-insertion operations over an 8-hour period.
2. The envelopes must be printed with specified ink colors and must match submitted copy.
3. The contractor must provide proofs for DMV approval before production.
4. Deliveries will be made to the DMV Warehouse located at 4201 Sierra Point Drive, Suite 112, Sacramento, CA 95834, during specified receiving hours.
5. Packaging must comply with specific requirements including weight limits and labeling standards.

Period of Performance
The contract period is anticipated to commence on July 1, 2026, and conclude on June 30, 2027.

Place of Performance
The contract work will be performed at the DMV Warehouse located at 4201 Sierra Point Drive, Suite 112, Sacramento, CA 95834.

Bidder Requirements
Bidders must comply with Executive Order N-6-22 regarding Economic Sanctions against Russia. The awarded contractor must perform the predominant production function using their own equipment and employees. Bidders are required to submit a Bidder Declaration & Subcontractor/Supplier List identifying any subcontractors they intend to use.
