Background
The California Air Resources Board (CARB) is responsible for protecting air quality in California, conducting research on air pollution, and enforcing laws related to air pollution emissions from motor vehicles.
This Request for Proposal (RFP) No. 25MSL002 seeks competitive proposals from qualified contractors to provide Heavy-Duty Vehicle (HDV) procurement services for CARB's test programs. The goal is to support CARB's compliance, surveillance, emissions testing, validation, enforcement, and research needs.
Work Details
The contractor will be responsible for procuring Heavy-Duty vehicles for CARB's test programs. Responsibilities include qualifying vehicle owners' participation in individual test programs, delivering and returning test vehicles, and issuing payment checks at the conclusion of each project.
The contractor must have a minimum of three years of HDV procurement experience and must procure at least ten HDVs during that period. The procurement manager must be a full-time employee with at least one year of experience in HDV procurement. All drivers involved in transporting HDVs must hold a valid Class A license and have a clean driving history.
The contractor's facility must be located within 50 miles of CARB's Southern California Headquarters or Sacramento Depot Park Facility and must be fully functional upon contract start.
Period of Performance
The contract term is thirty-six (36) months from the actual start date of the Agreement, with an option to renew for one additional twelve (12) month period if performance is satisfactory.
Place of Performance
The services will be performed primarily in California, specifically within a 50-mile radius of CARB’s Southern California Headquarters in Riverside or the Depot Park Facility in Sacramento.
Bidder Requirements
Proposers must demonstrate compliance with various requirements including: being registered with the California Secretary of State if required by law; submitting a completed Payee Data Record; signing Contractor Certification Clauses; providing evidence of qualifications for all team members; and submitting necessary certifications related to civil rights laws and the Darfur Contracting Act.
Additionally, proposers are encouraged to include Disabled Veteran Business Enterprise (DVBE) participation.
