25FS0504 - UPS System Maintenance and Support Services

Background
The Department of Veterans Affairs (CalVet) is issuing this Request for Quote (RFQ) for the Uninterruptible Power Supply (UPS) System Maintenance and Support Services at the Fresno Home located at 2811 Caesar Chavez Blvd, Fresno, CA 93706.
The goal of this contract is to ensure continuous operation and reliability of the UPS system, which is critical for maintaining power during outages.

Work Details
The Contractor shall provide maintenance and support services, including on-call services (non-emergency) and parts replacement for the UPS System. Specific tasks include:
- Preventative maintenance services during normal business hours (Monday to Friday, 8:00 AM - 5:00 PM PST).
- Emergency service call responses available 24/7.
- One annual preventive maintenance site visit for the APC UPS MGE Galaxy 5000 (Npower 80 kVA) and two semi-annual visits for the APC UPS MGE Galaxy 5000 Battery Cabinet (480V), each visit lasting up to eight hours.
- Replacement of any inoperable parts at no additional charge, with costs capped at $7,000 per year.
- The Contractor must maintain manufacturer-certified technicians and respond to service requests within specified timeframes.

Period of Performance
The anticipated term of this contract is three years, commencing from July 1, 2025.

Place of Performance
The services will be performed at the Veterans Home of California located at 2811 Caesar Chavez Blvd, Fresno, CA 93706.

Bidder Requirements
Bidders must be legally constituted and qualified to do business in California. They must not be listed on tax delinquency lists as per Section 7063 or 19195 of the Revenue and Taxation Code. Additionally, bidders must provide proof of Workers’ Compensation Insurance and Commercial General Liability Insurance with a minimum coverage of $1 million. They must also complete various forms including Bidder Preferences and Certification (Form 1), Declarations (Form 2), and Contractor’s License Information (Form 13).
