Background
The California Department of Veterans Affairs (CalVet) is seeking to maintain the Access Control System (ACS) at the Veterans Home of California in Chula Vista. The goal of this contract is to ensure the ACS remains operational and secure, providing necessary maintenance services for the software and hardware components involved.

Work Details
The contractor shall provide comprehensive maintenance services for the Access Control System (ACS), including:

- Maintenance of current ACS software panels in Avigilon, ensuring compatibility with Windows 11.
- Installation and upkeep of server and client-side software on designated computers within Security, Human Resources, Safety, Admissions, and IT departments.
- Maintenance of two ID printers located at the admissions desk and Human Resources office.
- Support for Avigilon video intercom units and card readers at front entrances and exit gates, ensuring remote operation capabilities.
- Maintenance of 54 access-controlled doors, 8 new Avigilon Intelligent 2-Door Controllers, 14 new 2-door expansion modules, and various other components detailed in Attachments 1 & 2.
- Provision of preventative maintenance services including system inspections, testing, software patches, and upgrades during normal business hours.
- Unlimited visits for incidental repair services as requested by CalVet's Contract Manager.

Period of Performance
The contract will commence on June 15, 2026, with a duration of three years.

Place of Performance
All services will be performed at the Department of Veterans Affairs Veterans Home of California located at 700 E Naples Ct, Chula Vista, CA 91911.

Bidder Requirements
Bidders must be legally constituted to do business in California and must have a minimum of five years experience providing similar ACS services. They must maintain all necessary licenses required by the State of California for this work. Additionally, bidders must provide proof of Workers’ Compensation Insurance and Commercial General Liability Insurance with specified minimum coverage amounts.
