Background
The California Air Resources Board (CARB) is seeking to procure Audio Visual Services to support its mission of conducting public meetings and hearings. The goal of this contract is to ensure that CARB's monthly public Board meetings are accessible to the public through high-quality live internet webcasting, hybrid meeting production, and archiving services. This need has arisen due to an increase in the number of Board meetings being held at various locations across California, necessitating off-site vendor services.
Work Details
The contractor will provide comprehensive audio/visual services which include:
1. Live internet webcasting of monthly public Board meetings;
2. Production of hybrid meetings that integrate both in-person and virtual participation;
3. Archiving of all meetings for public access;
4. Ensuring compliance with ADA requirements for accessibility;
5. Utilizing technologies for simultaneous translation during meetings when necessary;
6. Providing high-quality video production including multi-camera setups, closed captioning, and indexed recordings linked to meeting agendas.
Period of Performance
The contract will be for a base term of two (2) years starting from May 7, 2026, with an option for one (1) additional year extension based on performance and at CARB's discretion.
Place of Performance
Services will primarily be performed at CARB’s Sacramento Headquarters located at 1001 I Street, Sacramento, California 95814, with occasional services required at the Southern California Headquarters located at 4001 Iowa Avenue, Riverside, California 92507.
Bidder Requirements
Bidders must comply with specific requirements including certification as a Small Business or Disabled Veteran Business Enterprise (DVBE), submission of a completed Payee Data Record (STD. 204), and adherence to insurance requirements including Commercial General Liability and Professional Liability coverage. Bidders must also provide documentation demonstrating experience in hosting Zoom webinars and references from previous clients for similar services.
