Background
The Department of State Hospitals (DSH) is soliciting Statements of Qualifications (SOQs) from firms to provide Construction Management Services across its six state hospital locations. DSH oversees the largest inpatient forensic mental health hospital system in the nation, managing five state hospitals and caring for over 7,000 patients. The goal of this contract is to address challenges posed by aging infrastructure and align with long-term Facility Planning goals through a 50-year Infrastructure Master Plan (IMP). DSH intends to award a single retainer agreement with the most qualified Architectural and Engineering (A&E) firm for ongoing services on an as-needed basis.

Work Details
The contractor shall provide a qualified Project Manager to coordinate planning and execution across multiple sites. This includes ensuring consistency in reporting, documentation, and standards, facilitating communication between DSH Central Office and facility stakeholders, and tracking project progress against enterprise-level schedules, risks, and deliverables.

Construction management services will manage the full project lifecycle at DSH’s acute psychiatric facilities. This encompasses site assessments, comprehensive project plans, workforce management, budgeting, resource scheduling, collaboration with architects and engineers, cost-effective construction strategies, budget tracking using Procore and MS Project software, regular site inspections for OSHA compliance, and serving as the primary liaison among all stakeholders. Potential projects typically range from $456,000 up to $3 million.

Period of Performance
The anticipated term of any resulting retainer agreement is from March 1, 2026, through February 28, 2031.

Place of Performance
Services will be performed at various locations within the Department of State Hospitals system across California.

Bidder Requirements
Firms must be licensed to do business in California and submit proof of their legal right to operate. They must demonstrate experience in construction management services for projects valued at over $1 million. Additionally, firms are encouraged to participate as Small Business (SB) or Disabled Veteran Business Enterprise (DVBE), although there are no mandatory participation requirements.
